COVID-19 UPDATE | As of September 8, 2021

Base sa pinakahuling datos ng Provincial Health Office, nakapagtala ng dalawampu’t walong (28) panibagong kaso ng covid-19 ang ating lalawigan, at labingsiyam (19) naman ang mga bagong gumaling mula sa virus.

Sa kabuuang bilang, 3,628 na ang COVID-19 CONFIRMED CASES ng ating probinsya, 460 dito ang ACTIVE CASES 3,062 naman ang RECOVERED CASES at nanatili sa 106 ang COVID RELATED DEATHS.

Patuloy na nadadagdagan ang kumpirmadong kaso sa ating probinsya kaya’t patuloy rin sa pagpapaalala ang ating Pamahalaang Panlalawigan na tayo ay mag-ingat at sumunod sa mga health and safety protocol na ipinatutupad ng DOH at IATF, at kung maaari ay magpabakuna na upang magkaroon ng karagdagang proteksyon kontra Covid-19.

P1.2-M Marijuana Seized; Regional Top Ten Drug Personality Held

A farmer with a standing warrant of arrest for illegal drugs was arrested after operatives seized P1.2-M worth of Dried Marijuana bricks in a police chase and armed encounter in Bulanao, Tabuk City, Kalinga on September 7, 2021.

According to reports submitted to the Regional Director, PBGEN RONALD OLIVER LEE, disclosed that joint operatives of Kalinga PPO, RID/RSOG, PDEA, RMFB 15 and HPG has arrested the suspect identified as Victor Guimba, 36, listed as High Value Individual (HVI) and Regional Top Ten Drug Personality.

According to the same report, operatives received an information that a gray Toyota Fortuner from Metro Manila is in Tabuk City to fetch and get marijuana from the suspect.

When the said vehicle was spotted in Bakras, Bulanao, Tabuk City, operatives went to check the occupants of the car and confirmed that one passenger was indeed the suspect Guimba.

The operatives then served his warrant of arrest, however, they weren’t able to arrest him as the suspect pulled his gun and point it to one of the operatives, after which, he sped off his vehicle and drove towards Mapaoay, Ipil, Kalinga.

Operatives immediately chase after the suspect and asked him to stop the vehicle, but instead the suspect fired upon the operatives, this prompted the operatives to fire back.

The suspect’s vehicle then plunged into the rice field at the side of the road, while Guimba sustained a gunshot wound on his left thigh. The suspect was then immediately rushed to Kalinga Provincial Hospital.

During the operation, the police seized 10 pieces of dried Marijuana bricks with Standard Drug Price (SDP) of PHP 1,200,000.00; a unit of Cal 9mm Smith and Wesson with 4 live ammunitions; 2 hand grenades; cash; cellphone; bag with documents; and the vehicle used by the suspect.

Also, a minor who was with Guimba inside the car was rescued by the operatives and was brought to Tabuk CPS for proper disposition. (PROCOR-PIO)

Look || Private Sector Gives Birthday Gifts to Quirino

To mark the 50th Anniversary of the Province of Quirino, several non-government organizations offered gifts to the province.

The Couples for Christ-Quirino, headed by Arnulfo Ringor, restored an abandoned grotto near Hostel B of the Quirino Watersports Complex as their gift to Quirino on its 50th birthday.

Fr. Johnny Valdez blessed the Grotto of the Lady of Lourdes which was attended by Ms. Midy Cua and some officers and members of the Couples for Christ. The restoration of the grotto was also an offering of the organization to the Blessed Virgin on her birthday which is celebrated every September 8.

The Catholic Womens League, Quirino Vicariate, likewise donated beautiful flowering plants for the grotto.

The Mamparang Lions Club of Quirino headed by Francis Acosta, and the California-based Embarcadero Lions Club, gifted the province with four Balikbayan Boxes of life vests for the PDRRM, Quirino Watersports Complex and Tourism Office. The turnover of the life vests was witnessed by Quirino’s First Lady, Midy Cua.

The life vest project was initiated by Lioness Maryrose Pascua Barnhurst of the Embarcadero Lions Club.

The Manila Jaycees will be planting trees in the Capitol Legacy Tree area as part of the 50th Anniversary celebrations on September 15. The organization will also donate equipments for our Bantay Gubat to strengthen their forest protection works.(PLGU-Quirino)

Heavy Rainfall
• In the next 24 hours, heavy to intense with at times torrential rains will be experienced over Metro Manila, Romblon, Marinduque, Cavite, Laguna, Batangas, Rizal, Quezon, Camarines Provinces, and Mindoro Provinces. Moderate to heavy with at times intense rains are also likely over Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Albay, Sorsogon, northern Palawan, Aklan, Antique, Capiz, Iloilo, and Guimaras.
• Under these conditions, scattered to widespread flooding (including flash floods) and rain-induced landslides are highly likely especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps.Severe Winds
• Damaging gale-force to storm-force winds are likely to occur within any of the areas where TCWS #2 is in effect. This may bring generally light to moderate damage to structures and vegetation.
• Strong winds (strong breeze to near gale conditions) with occasional gusts will be experienced in areas where Tropical Cyclone Wind Signal (TCWS) #1 is in effect. This may result to up to very light damage to structures and vegetation.

Coastal Inundation
In the next 24 hours, storm surge of up to 1.5 m over several coastal areas of Quezon may result in coastal inundation which may pose threat to life and property. In addition, coastal areas of localities under TCWS, especially those at #2 may also experience coastal flooding due to hazardous surf conditions.

HAZARDS AFFECTING COASTAL WATERS
• In the next 24 hours, Severe Tropical Storm “JOLINA” will bring rough to very rough seas (2.5 to 5.0 m) over the seaboards of areas where TCWS #2 is in effect. Sea travel is risky for all types of seacrafts over these waters. Mariners without the proper experience should immediately seek safe harbor.
• Moderate to rough seas (1.2 to 2.8 m) will be experienced over the seaboards of areas where TCWS #1 is in effect and the remaining seaboards of Visayas. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.TRACK AND INTENSITY OUTLOOK
• On the forecast track, “JOLINA” is forecast to move over the Tayabas Bay and make another landfall in the vicinity of eastern Batangas this morning. However, due to the recent southwestward trend in the shift of track forecasts, the possibility of landfall in the vicinity of northern Oriental Mindoro is not ruled out at this time. Afterwards, the storm will cross the Batangas-Cavite area before emerging over Manila Bay tonight. This will be followed by another landfall in the vicinity of Bataan Peninsula. Frictional effects during its traverse of mainland Luzon will weaken “JOLINA” down to tropical storm category.
• “JOLINA” is forecast to emerge over the West Philippine Sea on tomorrow morning. Re-intensification is forecast to occur beginning tomorrow afternoon as the tropical cyclone moves west northwestward over the West Philippine Sea towards the southern China-northern Vietnam area.
• This tropical cyclone is forecast to exit the Philippine Area of Responsibility on Friday morning.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. • Heavy rains associated with the typhoon may begin affecting Extreme Northern Luzon on Friday. The public and disaster managers in these areas are advised to continue monitoring for updates and take appropriate preparatory activities.

Severe Winds
• Current track and intensity forecast shows that there is a moderate to high likelihood that Tropical Cyclone Wind Signals (TCWS) will be hoisted for several provinces in Northern Luzon, with higher wind signal levels possible over Extreme Northern Luzon. These wind signals may be hoisted for these localities beginning tonight or tomorrow morning. The highest possible wind signal that may be hoisted for this tropical cyclone is TCWS #4.

Coastal Inundation
• The public and disaster managers, especially those in localities of Extreme Northern Luzon are advised to monitor for updates in the coming days regarding the potential for coastal inundation due to the approaching typhoon.

HAZARDS AFFECTING COASTAL WATERS
In the next 24 hours, the typhoon is less likely to cause sea conditions over the coastal waters of the country which may pose threat to safety of lives at sea, especially for those using small sea vessels. However, mariners are advised to continue monitoring for updates as rough sea condition may begin affecting the northern and eastern seaboards of Luzon beginning tomorrow as the typhoon closes in on Extreme Northern Luzon. Due to the strength of this tropical cyclone, sea condition over the waters in the northern provinces of the country will likely be risky for all types of seacrafts in the coming days.

TRACK AND INTENSITY OUTLOOK
• On the forecast track, the typhoon is forecast to move westward or west northwestward until Friday towards Luzon Strait and the vicinity of Extreme Northern Luzon. Afterwards, the typhoon will turn northwestward and pass near the southern coast of Taiwan on Saturday before making landfall in the vicinity of southeastern China on Sunday evening or Monday morning.
• Due to favorable environmental conditions, the typhoon is expected to continuously intensify until Friday, when it is likely to reach its peak intensity of 185 to 205 km/h while moving over Extreme Northern Luzon. Weakening is possible on Saturday as it moves closer to Taiwan and interacts with its rugged terrain.

2 Marijuana Couriers Arrested in Hot Pursuit OPS, Firearms and Explosives Seized, 1.2M Marijuana Recovered

Joint elements of Provincial Intelligence Unit (PIU) Kalinga PPO together with RID PRO-COR, RSOG, RPDEU, PDEU, Tabuk CPS, Kalinga PDEA, 1st and 2nd KPMFC, 1503rd and 1501st RMFB, EOD/K9 Kalinga, and PHPT-Kalinga apprehended 2 males who are allegedly transporting marijuana bricks to Metro Manila taking Tabuk City route on September 7, 2021 at Bulanao, Tabuk City, Kalinga.

Accordingly, a report said that operatives of PIU Kalinga PPO received information that a vehicle with conduction sticker VV 1195, gray Toyota Fortuner that came from Manila to fetch a certain “Victor”, arrested suspect and transporting marijuana.

The accused is from Loccong, Tinglayan, Kalinga who is said to be found at Dasmarinas, Cavite and listed Regional Top Ten Drug Personality.

The said information was relayed to all operating units since said person according to police record has a standing warrant of arrest for Violation of RA 9165 (Comprehensive Dangerous Drugs Act of 2002).

Operatives in their search spotted the vehicle at National Highway of Bulanao – Nambaran, Tabuk City, Kalinga particularly at Bakras, Bulanao, Tabuk City, Kalinga.

Upon verifying the vehicle and its occupants as their positive target, police operatives approached to serve a warrant of arrest of the suspect but while doing so the suspect brought out a firearm and pointed the same towards the operatives and the vehicle sped off towards Mapaoay, Ipil.

The police operatives pursued the fleeing suspects and repeatedly ordered them to stop. The suspects refused and fired upon the operatives prompting the operatives to return fire until the suspects lost control of their vehicle driving it towards the rice paddies where the suspect were subsequently accosted. “Victor” was brought to KPH for medical treatment due to gunshot wound while his companion was identified as an 18-year-old resident of Pacak, Agbannawag, Tabuk City, Kalinga.

Seized from the possession of the suspects were ten (10) pieces of dried marijuana bricks weigh more or less 10,000 grams with a Standard Drug Price of one million two hundred thousand pesos (P1,200,000.00), one (1) unit of Cal 9mm Smith and Wesson with one magazine loaded with 4 live ammunitions, two (2) hand grenade, cash amounting to thirteen thousand seven hundred fifty pesos (P13,750.00), one (1) black Samsung, one (1) black bag containing assorted documents, one (1) unit of Fortuner, dark silver with plate number attached VV 1195.

Onsite processing of the crime scene was undertaken by the members of the Kalinga Provincial Crime Laboratory Scene of the Crime Operatives while inventory of the seized items were witnessed by Kalinga PDEA, Kalinga HPG and IOC in the presence of Media and DOJ representatives.

Regional Top Ten Drug Personality Busted, 53K Illegal Drugs Seized

A High Value Individual (HVI) who is also listed as Regional Top Ten Illegal Drugs Personality (RTTIDP) was busted for violation of RA 9165 or the Comprehensive Dangerous Drug Act of 2002, in an anti-illegal drug operation in Lower Magsaysay Avenue, Happy Homes, Baguio City on September 6, 2021.

According to reports submitted to the Regional Director PBGEN RONALD OLIVER LEE, joint operatives of Baguio CPO, RSOG, RDEU, RACU COR, PDEG and PDEA-CAR launched a buy-bust operation that resulted in the arrest of Troy John Cabatu De luna, 21, a resident of La Trinidad, Benguet.

Same report disclosed that De luna and an undercover operative agreed to meet at the said place, where the suspect sold one (1) sachet of suspected shabu weighing 2.5 grams with PHP 17,000.00 Standard Drug Price (SDP).

During the course of his additional one (1) sachet of suspected shabu weighing 5 grams with SDP of PHP 34,400.00; one (1) sachet of suspected shabu weighing .3 grams with PHP 2,000.00 SDP ; one (1) small sachet of dried marijuana leaves amounting PHP 100.00 and the boddle money were confiscated from his possession.

Confiscated pieces of evidence were inventoried on-site witnessed by Barangay Kagawad Eduardo Paris Ora, Prosecutor Immanuel Jonathan Vergara and a Media Representative, Janice Limpayos Denis from Bombo Radyo.

The suspect together with the confiscated pieces of evidence were brought to Baguio CPO Crime Laboratory for Qualitative & Quantitative Examinations and Drug Test. (PROCOR-PIO)

Sports: Eala enters Round of 16 in US Open girls’ singles

Filipino tennis star Alexandra Eala breezed through to the Round of 16 in the US Open Girls’ singles after besting hometown bet Charlotte Owensby, 6-3, 6-3, in New York on Tuesday (Wednesday, Manila time).

Bucking a slow start after a bye in the first round, the 16-year-old Eala went down 0-2 early but she shifted momentum by eventually taking the lead and winning the first set.

She again fell 0-2 in the second set but took the six of the next seven games to ensure the win.

In the Round of 16, she will face Michaela Laki of Greece, who won against USA’s Elizabeth Coleman, 6-0, 6-4, in the second round.

Eala is the lone Filipina juniors playing in the world tennis while another head-turner, Filipina-Canadian Leylah Fernandez is making waves after entering the semifinals with a win over Elina Svitolina in the women singles. Fernandez earlier bested champions Naomi Osaka and Angelique Kerber in previous rounds.#
