Police Major General Nicolas Deloso Torre III has been vilified or besmirched by his detractors and enemies who were incensed with his arrest of former President Rodrigo Duterte.
Yet, the 55-year-old director of the Criminal Investigation and Detection Group (CIDG) remains unperturbed and keep saying that he was just doing his job when he served the warrant issued by the International Criminal Court (ICC) for alleged crimes against humanity in March 2025.
As the race for the next Philippine National Police comes to fore, Torre’s name floats high. A Filipino police major general who graduated at the Philippine National Police Academy (PNPA) under Class 1993, Torre was born on March 11, 1970 in Jolo, Sulu. He served as police director in Samar province, Quezon City, and Davao Region in different years.
He also once led the police attempts to serve an arrest warrant against Pastor Apollo Quiboloy, founder and leader of the Kingdom of Jesus Christ church, who was charged with human trafficking.
Pushing for police reforms, changes, and improvements are his missions.
He once headed the National Capital Region Police Office (NCRPO) in Metro Manila as regional director for operations in January 2019. He was later assigned as chief of the Quezon City Police District (QCPD) on August 12, 2022. He was also appointed director of PNP Headquarters’ Communications and Electronics Service (CES). On June 16, 2024, he was reassigned in Davao Regional Police Office (PRO-11) as acting police director.
Duterte’s arrest is being pinned hard on Torre. Yet, he is just imposing the rule of law. For standing firm on his ideals despite tirades, Torre III looms as a possible top pick for PNP chief.#
