TUGUEGARAO CITY, Cagayan — Dr. Angel Encarnacion, Officer-in-charge of the fisheries bureau here, was recognized as one of the top nominees by the Civil Service Commission (CSC) for this year’s search for outstanding government workers under the Presidential Lingkod Bayan individual category.
The Presidential Lingkod Bayan Award recognizes exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.
Being at the government service for more than a decade, the young career scientist was instrumental in crafting notable plans and projects that helped the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) perform its mandate as a government arm in the Cagayan Valley region.
One of his pet projects as the head of the National Fisheries Post-harvest Technology Technical Working Group is the introduction of a proto-type design of stainless steel fish stalls which is now being used in wet markets and community fish landing centers to improve fish handling practices for safe and better quality seafoods not only in region 2 but in other regions of the country.
As a scientist by heart, Encarnacion also pioneered research and development activities utilizing commercially-important aquatic species such as rice eels and seaweeds focusing on post-harvest and value-adding technologies.
With his countless contributions towards the development of the fisheries sector, Dr. Angel B. Encarnacion is no doubt BFAR Region 02’s pride.
