DOT Region 2 Commences the Conduct of ITOPCOP Training in Isabela

The Department of Tourism, Region 2 initiates the commencement of the Integrated Tourist-Oriented Police for Community Order and Protection (ITOPCOP) Training for the Tourist Police of the Province of Isabela, scheduled to take place from March 19-22, 2024, at the DA-CVRC, San Felipe, Ilagan City, Isabela.

This capacity-building initiative aligns with the establishment of a Tourist Police Unit in the Province of Isabela, in accordance with the provisions stipulated in Republic Act 9593, also recognized as the Tourism Act of 2009. Furthermore, the endeavor serves as a preparatory measure for the provincial police personnel ahead of the Holy Week Celebration, anticipating a surge in tourist influx, particularly for Visita Iglesia and other significant occasions.

The Opening Ceremony, held today, was attended by esteemed officials from the Philippine National Police (PNP), including PLTCOL Efren Geraban of the Regional Police Provincial Office, PLTCOL Jane Abigail Bautista of Isabela Police Provincial Office and Ms. Joanne Dy Maranan, the Isabela Provincial Tourism Officer.

Fifty-six participants representing various police stations across Province of Isabela actively participated in the training sessions facilitated by Resource Speakers and Subject Matter Experts. The session covered a range of topics, including a TOPCOP Overview and Basic Principles of Tourist Safety, delivered via online session by PCPT Apolonio Ablan; discussions on Human Rights, led by PMAJ Marvin Pascua; an Introduction to the Incident Command System, presented by Mr. Ronald Villa from the Office of the Civil Defense – Region 2; and insights into Childsafe Tourism, conveyed through an online session by Mr. Romeo Caranguain, Jr from the Department of Tourism-Region 2.(DOT Region 2).#

Bontoc Ili declares “Tengaw” amid forest fire incidents

With the recent forest fires that have been recorded in the municipality, the Barangay officials and elders of Bontoc Ili have decided to declare “Tengaw” or cultural lock down in the said barangay today, March 20, 2024, for the conduct of an emergency meeting.

Recognizing the importance of blending culture with modern science, Mayor Jerome “Chagsen” Tudlong, Jr., convened the officials, elders, community members, and concerned offices of the Bontoc Local Government Unit (LGU) at the Bontoc Ili Barangay Hall to discuss interventions that can be undertaken by the barangay and the Bontoc LGU in preventing and stopping the increasing number of forest fires in the municipality.

During the meeting, the mayor underscored the ongoing efforts to combat these fires while introducing a new initiative: the recruitment of trained personnel as “Bantay Gubat,” to augment in the firefighting efforts of the municipality.

Also, he mandated the strict enforcement of existing barangay ordinances aimed at penalizing offenders contributing to fire hazards.

Further, Tudlong mentioned that he has allocated additional funding for the procurement and installation of fire hydrants in the said barangay as part of an ongoing effort to enhance firefighting capabilities and ensure prompt response to fire incidents.

Municipal Disaster Risk Reduction and Management Officer Johanna Padaen reported that a total of 29 forest fires to include one structural fire were reported by the Bontoc Municipal Fire Station since January 2024.

Meanwhile, Bontoc Ili Punong Barangay Eva Mila Fana-ang disclosed that two individuals faced penalties imposed by the barangay for violating the Barangay Ordinance of Bontoc Ili.

Sangguniang Bayan Members Timothy Pongad, Jr., and Viola Okko seconded the mayor’s sentiments and extended their appeal to the public to cooperate in stopping and preventing forest fires in the municipality.#

DA RFO 2 IES TO UPSCALE SHEEP PRODUCTION AND INVESTMENT OPPORTUNITIES

Upi, Gamu, Isabela – The Department of Agriculture Regional Field Office 2 (DA RFO 2) through its Isabela Experiment Station (IES) will upscale its small ruminant program to include Community Sheep Production, business ventures in cuisine and culinary and canned meat enterprises.

Following the directive of Dr. Rose Mary G. Aquino, OIC Regional Executive Director, efforts were pooled together today by the DA Research Division and the Regional Agriculture and Fisheries Information Section (RAFIS) headed by Mr. Hector U. Tabbun, and the IES headed by Dr. Jacqueline Gumiran at Upi, Gamu, Isabela.

“We have the nucleus farm that has breeder and fattened flocks so all we have to do is make timelines and unleash the opportunity that we have,” Dr. Aquino earlier said in a statement.

The group outlined a multi-year plan starting with small ruminants mapping in Cagayan Valley, updating the sheep road map, and upscaling profiles of the Farmers Cooperatives and Associations.

“There are many activities lined up here so we can have a year on year milestone as we sail along,” Dr. Gumiran said.

Identified activities include showcasing Gamu Sheep Festival and Expo, Sheep Summit, Investment Forum, Town Hall Meetings and product development market matching.

“The most important product we get from sheep is meat. Meat is an important component of our diets, and lamb and mutton supply us with many of the vital vitamins and proteins we need for healthy living.
Lamb is the meat (flesh) from a sheep that is less than one year old. Mutton is the meat from a sheep that is over one year of age. The terms yearling mutton are applied to the meat from a sheep that is between one and two years of age,” Gumiran said.

For culinary and cuisine, Gumiran said they have identified Mutton Biryani, braised lamb, lamb curry, roasts, lamb chops, grilled and rack of lamb as several recipes to be showcased.

“The mutton meat is a nutritious gold mine, including zinc for a robust immune system, the B12 vitamin for nerve function, and iron for healthy blood. It is especially abundant in iron, which is essential for preserving normal blood haemoglobin levels,” she concluded.

“The action plan will be presented to DA RFO 2 Management Committee for further enhancement,” Mr. Hector U. Tabbun, Chief, DA RAFIS said. “But we hope to start some activities this year so we can move on as instructed by DA RFO 2 management.”

PBGen Birung graces the groundbreaking ceremony of the new police station in Sta. Ana, Cagayan

CAMP MARCELO A. ADDURU, TUGUEGARAO CITY, CAGAYAN- Police Regional Office 2 Regional Director Police Brigadier General Christopher C. Birung together with Hon. Catherine Ladrido, Municipal Vice Mayor, led the laying of the cornerstone during the ceremonial groundbreaking of the Standard Type B/C Building of Sta. Ana Police Station, today, March 18, 2024.

The construction of the Standard Type B/C Building was funded under the General Appropriations Act of 2024, amounting to Php 10,551,000.00.

PBGen Birung expressed his gratitude to the Local Government Unit of Sta. Ana, under the leadership of Hon. Nelson Robinion, Municipal Mayor, for the support extended to the PNP towards the realization of the said project.

“The construction of the Standard Type B/C Building is in consonance with the Capability Enhancement Program of the Philippine National Police. Its main purpose is to ensure the highest productivity and optimized performance of PNP personnel by having a work environment conducive to work and accommodation of clientele,” PBGen Birung added.

Also present during the ceremony were Ms. Ma. Irene Isabel C. Cabel, NAPOLCOM Provincial Officer; PCol Julio Gorospe, Jr., Provincial Director, Cagayan PPO; PLtCol Edith Narag, Acting Chief, Regional Logistics and Research Development Division; PLtCol Alex G. Celebration of National Women’s Month, the Haggiyo cops of Lamut Municipal Police Station (MPS)

As part of the celebration of National Women’s Month, the Haggiyo cops of Lamut Municipal Police Station (MPS) reached out and provided assistance to a family in Sitio Monggonga-ak, Brgy Magulon, Lamut, Ifugao.

According to Lamut MPS, their chosen beneficiary is Prencess, a grade 3 pupil living with her four siblings and their mother who has no source of income to support their daily needs.

In collaboration with one of their stakeholders, Dr. Arriane S. Taclay, the Barangay LGU led by the Kagawad Marvin Dulnuan, and DepEd representative, Mrs. Winnie Kimmayong, the team traveled for 30 minutes and hiked for a few kilometers to reach their beneficiary’s residence and personally handed over their gift consisting of school supplies, grocery items, and clothings.

In addition, the team also gave a bank book, which will be funded by Dr. Taclay, to help finance Prencess’ educational needs until college.#

APAT NA ESTUDYANTE SA KOLEHIYO, ARESTADO SA ISINAGAWANG DRUG RAID SA TUGUEGARAO CITY

Timbog ang apat na college students matapos magsagawa ng drug raid ang mga otoridad na nagresulta sa pagkabuwag ng isang drug den sa Brgy. Centro 9, Tuguegarao City.

Ang naturang operasyon ay pinangunahan ng mga operatiba mula sa Philippine Drug Enforcement Agency (PDEA) Region 2 at PDEA Cagayan.

Agad na nagsagawa ng operasyon ang mga operatiba base sa ulat kaugnay sa iligal na aktibidad ng mga hindi na pinangalanang suspek na itinuturing na mga High Value Target (HVT) individual.

Nagresulta ito sa pagkakakumpiska ng humigit kumulang anim na gramo ng hinihinalang shabu na nagkakahalaga ng P40,920.

Nakuha rin sa lugar ang mga assorted drug paraphernalia, apat na units cellular phone, at ang ginamit na marked money.

Sa ngayon, nahaharap ang mga suspek sa kasong paglabag sa RA 9165 o Comprehensive Dangerous Drugs Act of 2002.

Samantala, binigyang diin naman ni Levy Ortiz, Director ng PDEA Region II na lalo pang tututukan at paiigtingin ng kanilang hanay ang paglaban sa kalakalan ng iligal na droga sa rehiyon.

Pasindayaw cops of Apayao Police Provincial Office (PPO) successfully conducted an immersion program for the students

Uniting aspiring young leaders and change-makers, the Pasindayaw cops of Apayao Police Provincial Office (PPO) successfully conducted an immersion program for the students of Bacda National High School at Camp Gov Elias K Bulut Sr and Training Center, Luna, Apayao.

The 10-day immersion, which was held from March 4 to 20, 2024, was initiated by Apayao PPO, in collaboration with Bacda National High School headed by the School Principal, Ms. Mary Jane T. Duldulao, and was participated by 15 senior high school students of the said school.

As highlights of the activity, the different sections of Apayao PPO conducted a series of lectures and demonstrations of their basic functions.

Moreover, the participants also observed the different activities of PNP such as RIAS/PIAS inspection and basic rifle marksmanship, and joined the flag raising ceremony and physical fitness activities of Apayao PPO.

During the closing ceremony, the Provincial Director of Apayao PPO, PCOL JEFFERSON P CARIAGA, presented certificates of completion to the immersion students in recognition of their dedication and commitment throughout the program.

This activity exemplifies the shared commitment of Apayao PPO and Bacda National High School to youth development and community engagement, fostering mutual understanding and cooperation between law enforcement agencies and educational institutions.#

Over P38-M WORTH OF ILLEGAL DRUGS SEIZED; 11 DRUG PERSONALITIES ARRESTED

With the successful series of anti-illegal drug operations conducted by the Police Regional Office Cordillera, a total of PhP 38,831,265.00 worth of illegal drugs were seized, and 11 drug personalities were arrested from March 11 to 17, 2024.

Citing reports submitted to the Regional Director, PBGEN David K. Peredo Jr., the 11 suspects were arrested after being caught in possession of a total of 30.12 grams of shabu with a Standard Drug Price (SDP) of PhP204,816.00.

Of the arrested individuals, five (5) were identified as high-value drug personalities, while six (6) were identified as street-level individuals. Notably, Benguet recorded the highest number of arrests, with four (4) individuals apprehended, followed by Baguio City and Kalinga Province with three (3) arrests each, and one (1) arrest in Abra Province.

The seized illegal drugs and the arrested suspects have been turned over to the respective arresting units for documentation and proper disposition, while charges for violations of Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, are being prepared against them.

Moreover, other police drug operations resulted in the discovery of 109,170 Fully Grown Marijuana Plants, 937 leaves and fruiting tops, and 139,000 stalks, with an overall SDP of PhP 38,626,440.00. Following the seizure, all seized illegal drugs were burned while operatives were conducting follow-up operations to locate other marijuana plantation sites and cultivators.

PRO Cordillera reaffirms its commitment to combating the illegal drug trade through continuous barangay visitations and public awareness campaigns, reinforcing the Philippine National Police’s unwavering dedication to a drug-free community.#

CIDG CORDILLERA’S ANTI-CRIMINALITY CAMPAIGN NETS 27 ARRESTED INDIVIDUALS IN A WEEK OPS

As a result of the intensified anti-criminality campaign implemented by the Criminal Investigation and Detection Group (CIDG) Regional Field Unit 14, a total of 27 individuals were arrested in 27 operations conducted from March 11 to 17, 2024.

According to CIDG Cordillera Regional Chief, PCOL Leon P. Talleo, of the 27 individuals arrested, 24 were identified as wanted persons, while two were apprehended under the campaign against illegal refinery/manufacturing of LPG and one under the campaign against illegal number games.

These accomplishments are in line with the commitment of CIDG to deliver the best police service to the public as the operatives are geared to conduct more focused police operations to achieve its mission of having a safer place to live and do business.

According to PCOL Talleo, the 27 personalities were arrested in a week-long operation attributing to the intensified and enhanced anti-criminality flagship projects implemented by the CIDG.#
